“Beck [is] a most cultured, attractive and intelligent man. Unfortunately, he has a very low opinion of the leading people in the Army. For that reason he could see no place there where we could gain a foothold. He is firmly convinced of the vicious character of the policies of the Third Reich.

The bold, italicized could mean that Beck subscribes to and approves of the policies of the Third Reich OR it could mean that he recognizes the vicious character and abhors it.
